Nirapon is introducing a tiered assessment framework to support the consistent application of building safety standards aligned with statutory requirements. From 1 April 2026, all Technical Safety Visits (TSVs) will follow specific benchmarks based on the construction date of a building:
- Pre-October 2013: Alliance / NTPA framework
- October 2013 – February 2021: BNBC 2006
- Post-February 2021: BNBC 2020
What This Means for Members
This update does not introduce new technical requirements. Rather, it clarifies which established standards are applied during assessments, based on the period in which a structure was built. This approach supports greater transparency and consistency in how technical reviews are conducted.
Professional engineering judgment will continue to be applied where site-specific conditions require it, while the primary focus of the assessment process remains the identification and mitigation of life-safety risks.
